A Middle Layer Super Output Area (MSAO) is a statistical geography used in England and Wales to present and analyse census data and other official statistics. Created by the Office for National Statistics (ONS), MSOAs are designed to be stable over time, which makes them valuable for comparing demographic, social and economic trends without the boundary changes that affect administrative units such as wards or local authorities. Each MSOA contains around 7,200 residents and is built from several Lower Layer Super Output Areas (LSOAs), which themselves are built from output areas (OAs), the smallest census units.
Position in the UK Geography Hierarchy
In the official system of geographical classification for the United Kingdom, MSOAs sit in a middle tier below local authority districts and above LSOAs. The full hierarchy commonly used for statistical purposes runs: region, county (in some areas), local authority district, MSOA, LSOA, and output area. In England, there are approximately 6,800 MSOAs covering the whole country. They are not used for Scotland or Northern Ireland, which have their own equivalent units; in Scotland the similar tier is called an Intermediate Zone, and in Northern Ireland it is a Super Output Area (SOA).
Relationship to Postcodes
Postcodes do not align perfectly with MSOA boundaries because postcodes are designed for mail delivery and administrative convenience, whereas MSOAs are built from whole census output areas. However, ONS publishes a lookup table that maps every postcode unit (for example, SW1A 1AA) to its parent MSOA. This means you can take a full postcode and find it belongs to exactly one MSOA. The lookup also includes LSOA and higher-level geographies, so it is straightforward to move from a postcode to the MSOA in which it lies and then compare MSOA-level statistics with those of surrounding areas.
Why MSOAs Matter to Researchers
For anyone investigating a local area, MSOAs offer a good balance between detail and confidentiality. Because each MSOA contains several thousand residents, the ONS can release more granular or sensitive data at this level than it can for smaller units like LSOAs or output areas. Examples include detailed ethnic group breakdowns, employment by industry, numbers of people with specific long-term health conditions, and income estimates. If you are researching house prices, crime rates, health outcomes or commuting patterns, MSOAs often provide the most consistent, mid-level geography for analysis. They are also commonly used in:
